With the rules governing how hundreds of billions of dollars in federal grants are awarded and administered poised for their most significant overhaul in many years, PCCA sent a letter on July 13 encouraging the Office of Management and Budget to preserve the flexibility needed to deliver infrastructure efficiently while maintaining appropriate oversight.
One theme runs throughout the comments: administrative burden matters. Every additional review, certification, reporting requirement, or approval process ultimately affects project schedules, construction costs, workforce deployment, and the amount of infrastructure taxpayers receive for every federal dollar invested.
