Dear Speaker Ryan,

The Power & Communication Contractors Association (PCCA) represents contractors, manufacturers, and suppliers that build and repair America’s power and communications infrastructure, including electric transmission and distribution lines and substations and broadband, telephone, and cable television systems. PCCA members also engage in directional drilling, local area and premises wiring, water and sewer utilities, and gas and oil pipelines. PCCA supports North American Energy Security and Infrastructure Act (HR 8), which would implement necessary steps to streamline the currently sluggish process subject to applications for electric and natural gas infrastructure projects.

HR 8 represents a comprehensive approach to energy policy that would expedite the permitting process for transmission, distribution, and storage of electric and natural gas infrastructure needed to meet current demand and bring our energy policies into the 21st century. PCCA supports language included in HR 8 that would streamline the approval process for projects reviewed by the Federal Energy Regulatory Commission. The bill would also designate national energy security corridors and authorize operation and maintenance of electric transmission and distribution facilities on federal lands.

PCCA supports forward-looking legislation seeking to update energy policy that embraces innovation and allows for expansion of infrastructure. We strongly support HR 8 and look forward to its passage in the 114th Congress.
