PCCA Opposes FCC Overreach on Broadband
The Power & Communications Contractors Association (PCCA), along with the Wireless Infrastructure Association (WIA) and the National Association of Tower Erectors (NATE), has filed a Petition for Review against the Federal Communications Commission (FCC) regarding its Prevention and Elimination of Digital Discrimination Order. This lawsuit joins several others challenging the FCC’s rule, which seeks to ensure “historically unserved and underserved communities throughout the nation have equal opportunity to receive high-speed broadband service comparable to that received by others." While intended to expand access to high-speed internet, this rule will only discourage businesses from participating in any federal initiative to close the digital divide.
Advocacy in Action: PCCA’s Push for Tax Relief Act in the Senate
On the evening of January 31, during PCCA's legislative fly-in to Capitol Hill, our members witnessed firsthand the impact of their advocacy for the Tax Relief for American Families and Workers Act (H.R. 7024) when it passed the House. Despite the overwhelmingly bipartisan vote, the Senate presents new challenges with lawmakers on both sides of the aisle expressing reservations.
PCCA Welcomes Waivers to the Buy America Build America Act
As a national trade association representing top broadband and power contractors and manufacturers, the Power & Communications Contractors Association (PCCA) recognizes the need to balance the objectives of domestic manufacturing with the practical needs of our industry's mission to provide broadband to all Americans. Accordingly, we strongly support the introduction of the Buy America Build America (BABA) waivers by the National Telecommunications and Information Administration (NTIA) in February.
PCCA Advocates for Congressional Action Against DOL's Independent Contractor Classification Rule
The Power and Communications Contractors of America (PCCA), alongside the U.S. Chamber of Commerce and numerous other business advocacy organizations, signed a letter in support of Congressional Review Acts (CRA) H.J. Res 98 and/or S.J. Res 49. These CRAs would nullify the U.S. Department of Labor's (DOL) problematic Final Rule on Employee or Independent Contractor Classification under the Fair Labor Standards Act (FLSA).

PCCA Supports House Committee Markup of PIPES Act of 2023
The Power & Communication Contractors Association (PCCA) issued the following statement on the House Transportation and Infrastructure Committee’s markup of the Pipeline Efficiency and Safety (PIPES) Act of 2023 (H.R. 6494), which reauthorizes the Pipeline and Hazardous Materials Safety Administration (PHMSA) pipeline safety programs for the next four years and provides a framework to advance the safety of energy infrastructure across the United States.
“PCCA applauds the Pipeline Efficiency and Safety Act of 2023 approved by the House Transportation and Infrastructure Committee on December 6, and we appreciate the bill’s call to encourage the use of Geospatial Information Systems (GIS) mapping of critical underground infrastructure, including fiber optic installations, ” PCCA Chairman Ed Campbell said.
