Working to Save the BEAD Program Going into 2025, the future of the Broadband Equity, Access, and Deployment (BEAD) Program was in jeopardy, and PCCA leaders identified it as the association’s top priority. Several legislators who had traditionally been PCCA allies were outspoken about targeting the BEAD program as government waste, largely due to the diversity, equity, and inclusion (DEI) provisions in the program and its extremely slow rollout. To help preserve the BEAD program, PCCA engaged a highpowered public relations firm to encourage Congress and the White House to modify BEAD through agency action that cut the DEI provisions while saving the infrastructure provisions. PCCA members and staff met with numerous lawmakers, their staffs, and officials at the Commerce Department. As we enter 2026, nearly all states and territories have had their plans approved, and now we are working in support of policies that continue to provide states with the flexibility to use the estimated $20 billion in remaining non-deployed BEAD money to fund workforce development, mapping, and digital skills training to deliver the BEAD program as intended by Congress. Other priority issues for PCCA’s energized government affairs team in 2026 include fixing America’s broken permitting process, supporting stronger damage prevention policies, addressing the construction industry’s skilled labor shortage, and restoring balanced labor and employment policy.
